Largest U.S. solar energy Power storage project connected to grid

Terra-Gen and Mortenson announced the launch of the Edwards & Sanborn Solar + Energy Storage Project, the largest solar + energy storage project in the U.S. Mortenson is serving as the engineering, procurement and construction contractor.


A true renewable energy "jumbo," the 4,600-acre project consists of 1.9 million U.S.-made First Solar panels with 875 MWdc of generating capacity, nearly 3.3 GWh of storage capacity, and an interconnection capacity of 1.3 GW.

The California grid is expected to receive the equivalent of approximately 238,000 homes from the project, which is expected to reduce CO2 emissions by 320,000 tons per year.


The energy storage system consists of LG Chem, Samsung and BYD batteries. The engineering feat utilized 98 miles of medium voltage cables, over 361 miles of DC wires and 120,720 batteries.

The Edwards & Sanborn project is partially located at Edwards Air Force Base in Kern County, California, where many of the nation's largest solar projects have been sited. As the largest public-private partnership in the history of the U.S. Department of Defense, thousands of workers have been involved in the construction of the project since 2020, setting a record of millions of man-hours without injury.

Brigadier General William Kale, commander of the Air Force Civil Engineering Center, said, "Only in the United States can we harness the power of barren land to embrace the sun and create engineering miracles. So please take a moment to look back and see the great work that has been accomplished, the significance of the project and the results it has produced. May this open the door to an even brighter future."


The project is now in operation, supplying power to the City of San Jose, Southern California Edison, Pacific Gas & Electric, Clean Power Alliance and Starbucks, among others.

Solar Grid System

The first phase of the project added 346 MWac of solar modules and 1.5 GWh of battery storage. Financing for the first phase, which closes in 2021, consists of an $804 million senior secured credit facility that includes $400 million in construction and term loan financing, $328 million in tax equity bridge financing, and $76 million in construction and revolving letter of credit financing. JPMorgan Chase provided tax equity commitments for the initial phase of the project and Deutsche Bank led the construction and term financing.


In 2022, Terra-Gen closed nearly $1 billion in project financing for Phase II of the project, including $460 million in construction and term loan financing, $96 million in construction and revolving letter of credit financing, and $403 million in tax equity bridge financing. The financing round was led by BNP Paribas, CoBank, Bank of America, ABN AMRO and Nomura.
